Job overview
As we have all seen, the NHS has undergone the most challenging period in its history over the last three years. Along with the continued pressure and unknowns that the services have faced, the pandemic has given our services the opportunity to look at how we may do things differently, to better meet the health needs of the people of Cornwall and the Isles of Scilly. With some great opportunities to be working differently, we now seek a benefits manager to support us in evidencing that the changes which we put in place can deliver direct benefits to our patients and our staff.
As a new role to the team, you will be instrumental in establishing the framework for benefits management across the Trust, and supporting benefits activities through the whole business change lifecycle, from identification through to realisation. You will be working closely with our operational colleagues to support the early identification of benefits through service plan development as well as driving a broader understanding of benefits management across the organisation and wider health and social care system in Cornwall and the Isles of Scilly. You will be responsible for the benefits lifecycle processes, as well as forecasting and monitoring programme benefits in line with the governance of our programmes.
Main duties of the job
Main duties include:
- Ownership and responsibility for updating of the benefits management strategy, associated framework and toolkit
- Leading expert in the field of benefits management across the organisation, embedding the CFT benefits strategy within the planning and delivery of change
- An advocate for benefits-led change, contributing to the early identification of benefits through service planning and business case development
- Developing and leading benefits workshops with a range of colleagues at all levels across the organisation
- Monitoring and reporting of benefits through internal and external governance routes
- Close alignment to the PFO to ensure benefit reporting is standardised and consistent across a portfolio of work
- Training and mentoring of the benefit toolkit to colleagues including programme and project managers, SROs and SRMs.

Education and Experience
Essential criteria
- Educated to masters level or equivalent level of experience within a portfolio/benefits management/change management environment
- Training/Qualification in benefits management such as APMG Managing Benefits Practitioner Level or equivalent
- Experience in participating in benefits reviews at the start of the project/programme, checkpoint reviews, and post-implementation reviews
Skills
Essential criteria
- Skilled and experienced in identifying and quantifying benefits in facilitating benefits workshops, benefit dependency mapping, stakeholder insight and preparing accurate benefits forecasts
- Ability to model benefits supporting the development of business cases. In particular, options appraisal, financial modelling and strategic planning within complex programmes.
Knowledge
Essential criteria
- Good understanding of benefits analysis techniques such as cost-effectiveness analysis, real options analysis, multi-criteria analysis and value management techniques
- Knowledge of the relationship between research and the delivery of benefits-driven transformational change in complex areas
- Specialised knowledge of Benefits Management theory, principles, and application

Essential criteria
- Self-awareness in terms of emotional intelligence, biases and personal triggers with cultural sensitivity and awareness
- Excellent motivational and negotiating skills to encourage collaborative working to improve services where there may be resistance
- Ability to establish credibility within the organisation and to influence others
