DUTIES: Position is located within the Safety Office at the Veterans Affairs (VA) Medical Center in West Haven, CT. Duties include but are not limited to:

Assists with the planni! ng, organizing and evaluation of the Medical CenterÂ's Safety, Occupational Health and Environmental Compliance Programs;

Reviews safety, occupational health, industrial hygiene and environmental compliance regulations;

Assists with the development and follow through of corrective action plans;

Prepares specifications and documents for contracting/purchasing of services to address recognized safety concern;

Develops reports to management that address safety concerns;

Provides technical guidance/training to employees on matters pertaining to safety and occupational health;

Compiles and maintains statistical and maintenance data on accidents/incidents.

Work Schedule: Monday thru Friday 8:00am - 4:30pm

***RELOCATION EXPENSES AND/OR INCENTIVES ARE NOT AUTHORIZED*** QUALIFICATIONS REQUIRED:

REQUIRES: O ne (1) year of specialized experience in or related to safety and occupational healt! h that provided you with the specific knowledge, skills and abilities n! ecessary to perform successfully the duties of this position. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level in Federal service. Examples of qualifying specialized experience include: knowledge of safety and occupational health principles/practices; knowledge of National Fire Protection Association (NFPA), Occupational Safety & Health Administration (OSHA) and Environmental Protection Agency (EPA) laws; assisting in the management of safety, occupational health, and environmental compliance programs; knowledge of hospital and laboratory policies/directives; knowledge of construction practices sufficient to identify/rectify hazards; implementing programs to reduce the frequency, severity and cost of accidents and occupational illnesses; inspecting workplaces and processes for compliance with established safety and occupational health policies/standards; conducting surveys/assessments to identify/mitigate safety hazards in! all types of environments; conducting fire drills; and providing technical safety training . To receive credit for these skills, they must be documented in your resume.

OR

SUBSTITUTION OF EDUCATION: A master's degree, equivalent graduate degree, or two (2) full years of progressively higher level graduate education from an accredited college or university with a major field of study in the safety or occupational health fields (safety, occupational health, industrial hygiene), or a degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology may be substituted for the experience required at the GS-09 grade level. One year of full-time graduate education is cons! idered to be the number of credit hours that the school attended has de! termined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. If you are using education to qualify, transcripts are required.

COMBINATION: A combination of specialized experience and graduate education as described that demonstrates your ability to perform the duties of this position may be substituted for the experience required at the GS-09 grade level, but only graduate education in excess of 18 semester hours (one year) may be used to qualify. If you qualify based on a combination, your experience must be documented in your resume and transcripts are required.

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

1. Knowledge of safety and occupational health laws, regulations, principl! es, theories, practices and procedures.

2. Ability to perform required site inspections, investigate accidents/incidents and prepare necessary reports.

3. A bility to provide technical guidance and train managers/employees in safety and occupational health subjects.

4. K nowledge of hazardous materials management.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT: Survey and inspection work requires regular and recurrent physical exertion such as walking, standing, bending, climbing, crouching, reaching and lifting of a variety of moderately heavy items such as large metal lids on storage containers, and entry into confined spaces. Regular and recurring onsite evaluations and inspections involve exposure to chemical and biological hazards while performing laboratory, maintenance shop, nursing homes, and Community-Based Outpatient Clinics (CBOC) surveys. Where there are moving machine parts, acid fumes, irritant chemicals and high noise levels! . Protective clothing and equipment is frequently required.
