Description: State of Connecticut - Department of Mental Health & Addiction Services is currently interviewing DMHAS Behavioral Health Clinical Manager right now, this job will be situated in Connecticut. The Department of Mental Health and Addiction Services / Office of the Commissioner / Managed Services Division is seeking to fill a DMHAS Behavioral Health Clini cal Manager. This position is a 1st Shift, Monday through Friday, 8:30 a.m. - 5:00 p.m., (Full time 40 hours).

The selected candidate will provide administrative and clinical oversight of some of the Managed Services Division’s programs including management of Administrative Services Organizations and the operations of the Department’s statewide integrated whole person care initiative known as Behavioral Health Homes. A Behavioral Health Home is an innovative, integrated healthcare service delivery model that is recovery-oriented, person and family centered and promises better client experience and better health outcomes than those achieved in traditional services.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Mental Health and Addiction Services this class is accountable for directing a clinical division, a clinical discipline or a clinical program within a specified geographic area.

EXAMPLES OF DUTIES

Manages the staff and operations of a clinical program, discipline or specialized area; coordinates, plans and manages program activities; formulates program goals and objectives; develops or assists in the development and implementation of related policy; interprets and administers pertinent laws; monitors and evaluates staff; prepares or assists in preparation of program budget; maintains contacts with individuals both within and outside of program who might impact on program activities; ensures program compliance with standards establi shed by outside monitoring agencies; participates in grant and contract preparation and administration; manages the recruitment, selection and retention of program staff; ensures compliance with quality assurance findings and recommendations; promotes cultural diversity in workplace and ensures client rights; identifies and plans training and development needs; analyzes problems at program level and takes appropriate action; initiates workforce planning and monitors staff utilization to meet identified goals; prepares or oversees preparation of reports; investigates and responds to critical incidents; may represent program in grievances and hearings; may perform clinical duties; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles, practices and issues of behavioral health care; considerable knowledge of resources available to client population; considerable knowledge of agency policies and procedures; knowl edge of behavioral health policies and systems; knowledge of recovery principles and practices; knowledge of resources available to client population; knowledge of principles and practices of public and/or health care administration; knowledge of and ability to apply management principles and techniques; knowledge of relevant state and federal laws, statutes and regulations; considerable interpersonal skills; considerable oral and written communication skills; ability to influence actions of others; ability to negotiate, mediate, and resolve conflicts; ability to analyze and synthesize information; ability to collaborate within program, department, agency, and community; ability to interpret standards, contracts and regulations.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of professional experience in Behavioral Health Care and a Master Degree in a clinical discipline, Public Health Administration, Health Care Administration or Hospital Admin istration.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been supervising professsional staff.

For State Employees, this is interpreted at the level of Behavioral Health Unit Supervisor; Nurse Supervisor or Supervising Clinician.

PREFERRED QUALIFICATIONS

Preference given to those with the following licensure - clinical social work, marital and family therapist, professional counselor, psychologist or alcohol and drug counselor.

Preferred Experience:
Administrative management of programs at system level;

CMS and Medicaid standards and requirements;

Administrative Services Organizations;

RFP & grant writing;

Budget management and allocation;

Contract preparation, negotiation and management;

Knowledge of Medicaid billing and billing compliance.

SPECIAL REQUIREMENTS

Incumbents in this class must m aintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
